Oscar J. Williams - Chief Executive Officer & Board Director

Mr. Williams is a founding officer and President in Communications Holdings Inc. Communications Holdings is the parent of CommX a voice over internet protocol (VoIP) Operator headquartered in Tampa Florida. Prior to CommX, Mr. Williams spend the last 17 years investing and building competitive communications companies. Mr. Williams was an early employee of Intermedia Communications which as part of the senior management team built the company from $7.0 Million to over $800 Million in revenues and from 19 employees to over 5,000. After leaving, Intermedia and before founding CommX, Mr. Williams started 2nd Century with was the first US company which use a single transport technology for both voice and data. With over 36 years of telecommunications experience both in the US, South America, Central America and Caribbean is the perfect executive to lead DBI.

Prince Jenkins - VP Strategic Business Development & Board Director

Mr. Jenkins is the Managing Director of JPJ Group, LLC, an international management and ICT consulting firm located in Tampa Florida. He is an entrepreneur with extensive experience in strategic business development and his management experience ranges from the start up environment to both national and international telecommunications companies. Mr. Jenkins is a telecommunications attorney by training.

Julius Kearney - VP Legal and Regulatory & Board Director

Julius Kearney is a former state Public Utility Commissioner and an experienced international consultant who has worked extensively on telecommunications sector reform and privatization in Africa, Eastern Europe, Latin America, the Caribbean and the United States.

Sebina Hlapolosa - Board Director

Sebina Hlapolosa has spent most of her career in the electricity industry where she gained extensive experience as an Executive Manager at Eskom in HR, Corporate Services, Public Affairs and New Business Development amongst others. She has worked for the South African Government's department of foreign affairs where she was responsible for Corporate Services at head office and in South African missions abroad. Currently Sebina is the Managing Director of Mohope Consulting.

Matthew Mohlasedi - Board Director

Mathew is the managing director of Seleka Consulting (Pty) Ltd, a project management and quantity surveying company. As development consultants, Seleka Consulting is engaged in the management of development programmes and projects in the building environment. Previously, Mathew was Director of Professional Services for 4 years, Chief Director of Planning and Construction for 3 years and he acted as Deputy Director General for one year in the then Department of Public Works, Roads and Transport, Mpumalanga Province, South Africa.

Mark Cabrelli - VP Sales & Marketing

Mark Cabrelli is an experienced sales and marketing executive with extensive global expertise and a successful track record in business development, market strategy and international sales spanning some 25 years. Mark has held senior positions with several global telecoms operators including Sales Director at British Telecom, Director of Global Sales Channels for Concert Communications, Director of Global Sales Operations for AT&T and Vice President of Marketing and Sales for Optelecom-NKF, a NASDAQ listed video transmission company. These positions have focused on market positioning and global expansion, establishing sales operations and improving sales effectiveness, while retaining a focus on bottom line results and cost containment.

Jose Luis De Lara - CTO

Jose is a highly versatile engineering executive and technology visionary, with over 20 years of experience in the developing markets of Africa and Latin America. Jose is the former Chief technology Officer of Movicel the Wireless national carrier of Angola where he played a key role in developing the company's technology strategy and advising the Board regarding new areas of business growth.

Jose has successfully directed numerous wireless megaprojects (start-up to millions subs using multiple voice and data platforms) from optimizing design, vendor and integration resources selection to deployment and Operations, including hiring and mentoring implementation teams.

Jose has a well-deserved reputation for effectively blending solid global market knowledge with technical and people skills in a manner that produces significant results for clients. He has assembled and led highly specialized technical teams in delivering superior levels of productivity and performance for the client while anticipating and resolving the client's needs.
